Once a client in WealthBox is labeled "Deceased" email campaigns should no longer apply

When clients are labeled 'deceased' in their WealthBox profile, their contact should not receive any more emails such as "happy birthday" emails. Often times we would like to keep the birthday on the deceased client's profile to remember the sensitivity of the time for the surviving spouse. Currently the system will send a happy birthday email if there is a listed birthdate in WealthBox. The system should recognize the 'deceased' field and cease sending birthday emails to avoid any more hardship for the surving spouse.
